Cloudflare Monetization Gateway, a new tool that lets customers charge for any web page, dataset, Application Programming Interface (API), or Model Context Protocol (MCP) tool behind its network, has a waitlist running. Payments will be settled in stablecoins over the x402 protocol, an open standard built with a coalition of more than 25 industry leaders. The product is designed for the agent-driven web, where AI bots (not humans) are becoming the dominant consumers of online content.

Why the web needs a new payment model
To put you in context, for 30 years, the web has run on a simple bargain: trading content for human attention, monetized through advertising and subscriptions. But as AI agents become the dominant internet users, that model is breaking. An agent doesn’t look at ads or maintain a monthly subscription; it reads a page or calls an API once, takes what it needs, and moves on.
Artificial intelligence (AI) crawlers already request content anywhere from a hundred to tens of thousands of times for every visitor they send back. But now this reality demands a new model: usage-based pricing for everything. For instance, the natural unit of payment for software is the request, the token, or the outcome, not the seat or the month.
Cloudflare Monetization Gateway: How it works on x402 and stablecoin micropayments
For this initiative, the Cloudflare Monetization Gateway uses x402, an open protocol that makes it possible to pay over Hypertext Transfer Protocol (HTTP) using the long-unused 402 status code (this code indicates that access to a requested resource is blocked till the client completes a payment).
The flow is simple: a client requests a payment-gated resource. Instead of serving it, the server responds with “402 Payment Required” and a small payload stating the price, accepted asset, and payment address. The client pays and repeats the request with proof of payment attached. Then, a facilitator verifies, and the server returns the resource. And all of this happens inside ordinary HTTP requests and responses, with no redirect to a checkout page.
Settlement happens peer-to-peer (P2P), so funds go directly from buyer to seller. x402 is rail-agnostic but is a natural fit for stablecoins like USDC and Open USD, which can settle in under a second for fractions of a cent with zero chargebacks.
The agent-first internet
This Cloudflare Monetization Gateway could be framed as part of a broader shift toward an “agent-first internet” where autonomous software (like AI agents) carries wallets and buys what it needs without human intervention. The Monetization Gateway turns the request into a transaction, letting sellers set rules for payment verification at Cloudflare’s network edge before a request reaches their origin.
Will Papper, formerly of Syndicate, joined Cloudflare as product manager for Agent Payments to lead the effort. Amazon Web Services took a similar step in June, plugging Coinbase’s version of x402 into CloudFront. Can you see it? The agentic web is coming, and micropayments are the fuel.
