Coinbase CEO Brian Armstrong is calling on U.S. lawmakers to get the CLARITY Act across the finish line, arguing that clear crypto rules are essential if America wants to become the global hub for digital assets.

In a post on X, Armstrong said it is time to make the U.S. the “crypto capital of the world” and credited President Donald Trump and his administration with making progress toward that goal. But he said there is still one major piece missing: getting the CLARITY Act passed.

The U.S. crypto industry has spent years operating under uncertainty, making the passage of the infamous CLARITY Act as a sigh of relief for the sector. 

One of the biggest questions that the industry has battled is whether a particular digital asset or crypto business falls under the oversight of the Securities and Exchange Commission (SEC) or the Commodity Futures Trading Commission (CFTC).

The CLARITY Act is designed to establish clearer boundaries between the two regulators and create a more defined regulatory framework for digital assets. For crypto companies, that could make it easier to understand which rules apply to them before launching products or investing heavily in the U.S.

Armstrong shifts focus to passing workable crypto rules

Armstrong has previously been critical of parts of the legislation, but his latest comments show that he wants the industry to focus on getting a workable version passed. His broader argument is that regulatory clarity is becoming a competitiveness issue for the U.S.

If companies know what rules they have to follow, they may have more confidence to build businesses, hire employees and invest in the country. Without that certainty, Armstrong has argued, companies could choose to build elsewhere where crypto regulations are more predictable.

The timing of his comments is also significant. The Trump administration has made crypto a bigger part of its economic and technology agenda and has repeatedly talked about making the U.S. a global leader in digital assets.

Trump has also urged Congress to move forward with the CLARITY Act, putting additional political pressure behind the legislation. The bill, however, still faces hurdles in the Senate, including disagreements over provisions affecting stablecoins and other parts of the broader crypto market.

CLARITY Act could boost U.S. crypto investment and innovation 

For the crypto industry, getting the legislation passed could be a major turning point. Clearer rules could reduce the regulatory uncertainty that has weighed on U.S. crypto businesses for years and potentially encourage more institutional investment and innovation.

There is also a broader market impact to consider. If investors believe the U.S. is finally establishing a predictable framework for digital assets, sentiment toward crypto companies and assets could improve. On the other hand, continued delays could reinforce concerns that the industry is still waiting for the regulatory certainty it has been promised.

Armstrong’s message is therefore pretty simple: the U.S. has already moved closer to becoming a crypto leader, but passing the CLARITY Act is the next big test. For him, getting that regulatory framework in place could determine whether America merely participates in the crypto economy or actually leads it.
